Classification of Environmental Impact Assessment for Development Projects
Following the Sub-Decree No. 72 ANRK.BK of the Royal Government of Cambodia on the Environmental Impact Assessment Process dated 11 August 1999, the Ministry of Environment has recently issued a Prakas No. 021 on the Classification of Environmental Impact Assessment for Development Projects dated 03 February 2020.
Under this Prakas, development project will be required to prepare the environmental protection contract, or initial environmental impact assessment or full environmental impact assessment based on the level of the impact of the project on the environment:
- Environmental protection contract refers to any development project which give less impact on the environment and society. This sort of development project is required to attach along with an environmental management project.
- Initial environmental impact assessment refers to the report on the development project which give medium impact on environment and society.
- Full environmental impact assessment refers to any development project which give serious impact on environment and society.
The Prakas applies to all proposal of development projects including existing and ongoing project of private individual, private company, join-venture or state-owned company or ministry or government institution, except for the project which the government considered as having exceptional and urgent characteristic.
This Prakas has attached with an annex on the classification of the Environmental Impact Assessment for Development Projects. However, this annex could be modified from time to time by the Prakas of minister of Ministry of Environment.
