On 8 April 2026, the Ministry of Land Management, Urban Planning and Construction (“MLMUPC”) issued Circular No. 001 on the Management of Business Operations and Professional Practice in the Construction Sector without Licenses or Permits in the Kingdom of Cambodia (the “Circular“).

The Circular requires individuals and entities engaged in professional practice or business activities in the construction sector without the requisite licenses or certificates to regularize their operations by obtaining the appropriate licenses or certificates authorizing the conduct of such professional practice or business activities from the MLMUPC.

The professional and business activities in the construction sector requiring a license or certificate of professional practice, or a certificate of business operation, are as follows:

1. Professional Practice and Business Operations in the Fields of Study, Analysis, anad Calculation

• Land survey analysis and calculation services;
• Project analysis and cost estimation services;
• Mechanical, electrical, and plumbing (MEP) design services;
• Demolition design and planning services;
• Interior and exterior design and decoration services;
• Landscape and garden design services;
• Quality inspection services for concrete components, steel structures, and foundation piles; and
• Construction-related consultancy services.

Individuals practicing independently and companies engaged in the above activities are required to obtain the relevant project design license or certificate, or project design business operation certificate, from the MLMUPC.

2. Construction and Demolition Business Activities

• Excavation, piling, foundation works, and retaining wall construction;
• Demolition works;
• Construction of wastewater treatment systems;
• Manufacture, supply, distribution, and installation of foundation piles;
• Installation of building equipment and fixtures;
• Mechanical, electrical, and plumbing (MEP) construction works;
• Installation, repair, and maintenance of construction equipment and machinery;
• Production of ready-mix concrete and pile quality inspection and certification services;
• Construction surveying and measurement services;
• Land filling works;
• Construction of swimming pools and drainage systems;
• Installation of gas systems within buildings;
• Installation of fire protection and fire safety systems;
• Installation of scaffolding and formwork;
• Construction management and supervision services;
• Construction site safety management services;
• Operation of machinery at construction sites;
• Manufacture of construction materials, concrete products, tiles, and plaster products;
• Masonry and plastering works;
• Floor and wall tiling works;
• Interior and exterior painting and finishing works;
• Glass installation works;
• Door and window installation works;
• Ceiling installation works;
• Construction of buildings using precast concrete components; and
• Steel structure fabrication and construction works.

Companies engaged in any of the above activities are required to obtain the construction business operation license or certificate from the MLMUPC.
