PROFESSIONAL EXPERIENCES 

H.E Sokeng attended the Institute of Labor Studies of Lyon, Lumière Lyon 2 University in France. He was trained in private law, majoring in enterprise and labor law by reputable professors and lawyers in France and from other European Countries. Prior to joining Sithisak Law Office in 2013, he served as a legal trainee at Global Transitions in Paris. He has also worked with many eminent lawyers from Singapore at the Extraordinary Chambers in the Courts of Cambodia. Sokeng led legal counsel in advising Golden Tree Co., Ltd, Royal Railway Plc., DBD Engineering Plc., and Acleda Bank Plc. on their listings at the Cambodia Securities Exchange (CSX) through IPOs and bond issuances. He also advised Phnom Penh Autonomous Port on its 2016 CSX IPO.  

Sokeng specializes in corporate, labor, and real estate law, with notable experience advising a Cambodian- Chinese Joint Venture on real estate projects worth over USD 100 million in Phnom Penh, Siem Reap, and Sihanoukville, as well as advising a major Cambodian bank’s property restructuring (approx. USD 100 million). He has also provided counsel to a Thai supermarket on product registration and compliance, and ongoing corporate and labor compliance to a multinational beverage company, among others. Currently, he is the Under-Secretary of State of the Ministry of Public Works and Transport.  

He speaks Khmer, French and English.
