Atty. Penghong has over 10 years of experience providing legal counsel across a broad range of matters. He began his career supporting tasks such as tax and business registration, securing permits, and liaising with authorities. Today, he is recognized as a senior expert in his field. Currently, he specializes in various tax-related matters, including assisting clients with the preparation of compulsory tax return filings, advising on double taxation benefits, and analyzing the tax implications of various transactions such as mergers and acquisitions, land development, cross-border transactions, and importation. His expertise also extends to tax on gambling and tax optimization strategies. Additionally, he supports clients in resolving tax issues, guiding them through tax audits, and providing comprehensive advice on tax-related matters.  

He speaks Khmer and English.

• Advised on transfer pricing case and facilitated the resolution of a complex tax dispute for one of the biggest automobile company with dispute value worth approximately USD 1 million, helping client securing a significant saving;  
• Advised and guided more than 20 companies through the company dissolution process, at the General Department of Taxation and the Ministry of Commerce, successfully helping clients in challenging or disputing the tax assessment;  
• Provided expert guidance to several clients on tax optimization strategies to minimize liabilities and enhance financial efficiency in their different investments and development projects.
