PROFESSIONAL EXPERIENCES 

Atty. Pagna possesses extensive experience in litigation and dispute resolution. Prior to joining Sithisak Law Office, he served for eight years as a court clerk at the Phnom Penh Court of First Instance, where he was deeply involved in both practical and complex legal proceedings, handling matters ranging from interim remedies to the resolution of intricate disputes. Following his admission to the Bar Association of Cambodia, Pagna has provided expert legal counsel, representation, and defense to both local and international clients at all levels of the judiciary. His practice spans a wide array of legal areas, including civil, criminal, family, banking and finance, loan/debt recovery, land and other real estate issues, corporate and other commercial issues. In 2024 alone, he handled over 100 cases for leading commercial banks and domestic and international clients.  

He speaks Khmer and English.

• Successfully represented shareholders of a prominent condominium project in breach of special trust at approximately USD 100 million, achieving a favorable settlement through strategic negotiation and alternative dispute resolution;  
• Advised in construction dispute involving complex contractual and technical issues at approximately USD 26 million;  
• Achieved over 30 favorable civil judgments in loan recovery proceedings and other substantial claims for four leading commercial banks and various clients;  
• Achieved over 10 preservative relief measures on debtor properties nationwide, protecting clients from potential losses.
