Licensing of Private Security Service

A French investor partnered with the Royal Government of Cambodia to establish a private security services, supporting the development of modern, professionally regulated security operations in the country and which is to offer security service at major Cambodian airports. The project required comprehensive regulatory coordination, including corporate registration, licensing, and approvals from the Ministry of Interior.
Our engagement involved a full spectrum of legal support, including corporate registration, licensing with the Ministry of Interior, and regulatory compliance for operating a security services company in Cambodia. We also advised on the appropriate shareholding and governance structure, prepared and reviewed all corporate and licensing documentation, and guided the client through compliance requirements relating to security regulations, tax implications, double tax avoidance, labour obligations, importation of operational equipment, and dividend distribution policies. This joint venture contributes to the professionalization of Cambodia’s private security industry, introduces international operational practices, and supports the broader ecosystem of security services that benefit businesses, public institutions, and community safety across the country.
