Prakas on Licenses for Elevator Installation Issue: No. 007P/26 – 10 June 2026

On 31 March 2026, the Ministry of Land Management, Urban Planning and Construction (“MLMUPC”) issued Prakas No. 033 DNS/PRK/K.K.C on Licenses for Elevator Installation (“Prakas No. 033”). This Prakas sets out the conditions and procedures for the issuance, suspension, revocation, and renewal of Elevator Installation Licenses. It applies to all types of elevators, except those used at construction sites.
Prakas No. 033 establishes two categories of Elevator Installation Licenses:
1. Level 1 License
A Level 1 License may be granted to companies undertaking elevator installation, repair, and modification works for all types of construction projects. To qualify for a Level 1 License, a company must:
- Be duly registered as a commercial enterprise with construction-related business objectives;
- Employ one (1) Technical Director who is a mechanical engineer with at least five (5) years of experience in elevator installation works;
- Employ three (3) engineers specializing in mechanical, electrical, and civil engineering, each with at least three (3) years of relevant professional experience; and
- Maintain a valid insurance policy issued by an insurance company licensed to operate in the Kingdom of Cambodia.
2. Level 2 License
A Level 2 License may be granted to companies undertaking elevator installation, repair, and modification works for construction projects for which construction permits are issued by Governors of Municipalities, Provinces, Cities, Districts, or Communes. To qualify for a Level 2 License, a company must:
- Be duly registered as a commercial enterprise with construction-related business objectives;
- Employ one (1) Technical Director who is a mechanical engineer with at least five (5) years of experience in elevator installation works;
- Employ three (3) engineers specializing in mechanical, electrical, and civil engineering, each with at least three (3) years of relevant professional experience; and
- Maintain a valid insurance policy issued by an insurance company licensed to operate in the Kingdom of Cambodia.
Application and Validity
Companies seeking to obtain an Elevator Installation License must submit an application to the MLMUPC in the prescribed form.
An Elevator Installation License is valid for three (3) years from the date of issuance and may be renewed upon expiry. To ensure continuity of licensed activities, an application for renewal must be submitted at least thirty (30) days before the license’s expiration date.
Warning, Suspension, and Revocation of Elevator Installation Licenses
Written Warning: the MLMUPC may issue a written warning to a license holder in cases of non-compliance with elevator installation requirements, unauthorized changes to the approved technical director or technical personnel, or the use of another person to perform duties on behalf of the approved technical director or technical personnel. The license holder must rectify the non-compliance within thirty (30) days from the date of the warning letter.
Suspension: An Elevator Installation License may be suspended for a period not exceeding ninety (90) days if the license holder fails to comply with elevator installation requirements or does not take corrective action in accordance with the instructions set out in the warning letter within the prescribed period.
Revocation: An Elevator Installation License may be revoked in cases of serious or repeated non-compliance with applicable requirements, including where the license holder no longer possesses the professional qualifications required to carry out the licensed activities.
